Why does the same pipe freeze every winter?
A pipe that freezes in the same spot every year is usually not the pipe's fault. It's freezing because the space around it — an exterior wall cavity, a vented crawl space, an unheated attic run — sits outside the building's thermal envelope, the boundary between conditioned and unconditioned space. Once that boundary is in the wrong place, the pipe experiences close to outdoor temperature no matter how many wraps of foam sleeve go around it.
The fix isn't a thicker pipe wrap. It's moving the thermal boundary — air sealing the cavity and insulating the space itself — so the pipe never sees outdoor-adjacent temperature in the first place.
What does Denver's residential code actually require here?
Colorado's adopted residential code doesn't leave pipe freeze protection to guesswork. Section P2603.5 sets the rule directly for any water, soil or waste pipe run through an exterior wall, attic, or crawl space in a location subject to freezing.
Denver clears that "subject to freezing" bar with room to spare. The state's own plumbing-code design-temperature table puts Denver's 97.5%-design low at 1°F — meaning in a typical winter, the outdoor design condition the code is written against is barely above zero.
The requirement's own trigger points at the actual fix: it only reaches a pipe run through an exterior wall, an attic, or a crawl space in the first place. Keep the run fully inside the conditioned envelope and it's never exposed to the design condition at all.
What does a plumber fix, and what does an insulator fix?
A plumber's job starts after the pipe has already frozen or burst: thaw it, repair the break, sometimes reroute the run entirely. That's emergency work, and it's necessary work when a pipe has already failed.
An insulator's job is upstream of that call: seal the air leaks feeding cold air into the cavity or crawl space, then insulate the space itself so the pipe sits inside conditioned or semi-conditioned air instead of outdoor air. Do that once and the freeze risk for that run drops with it — no annual pipe-wrap ritual required.
If a pipe just froze and you need it fixed today, that's a plumber's call. If the same pipe freezes every year and you want it to stop, that's the space around it, not the pipe.
Where does this show up in a Denver home?
Three spots account for most of it: an exterior wall where a sink or hose bib line was framed too close to the sheathing, a vented crawl space with supply lines running underneath an uninsulated floor, and an attached garage where a line was routed through unconditioned space to reach a hose bib or laundry hookup.

Fixing the crawl space or the attic plane where these runs live is crawl space encapsulation and conditioning or attic-plane air sealing work, depending on where the exposed run is — not a separate frozen-pipe service.
